Executive summary
Denmark’s port sector is highly decentralised, both in governance and in traffic. While major ports are smaller than those in the Netherlands, the country boasts a significant number of medium-sized, high-traffic ports, each specialising in specific functions. The vast majority of these ports are owned by their respective municipalities but operate as limited companies.
Key to Denmark’s green transition is the development of wind energy. Several ports play an important role in supporting offshore wind construction and maintenance.
Although Denmark has ambitious plans to establish a national hydrogen network, stringent legislation limits ports’ ability to participate in hydrogen and Power-to-X initiatives. Without regulatory changes, many ports will remain excluded from this aspect of the green transition.
With little government involvement, the port sector has set its own ambitious climate targets, aiming to achieve zero-emission operations in 2030 and foster circular economies in port areas. Shore power adoption and low-carbon operations are often driven by EU regulation and its associated funding mechanisms.

From port to port, one message was clear: Denmark is moving fast. Ports are evolving from traditional logistics hubs into active leaders of the green transition.
